When someone is desperate for something, they will go to the extremes to get what they want. The “Free Heroin For Addicts” program is trying to help reduce the crime rate by giving out free heroin. How can giving out free drugs be a positive? Giving the drug straight to the person in need greatly reduces the illegal extremes of obtaining such substance. But, it still drives the need and reliance for the drug.
